You can either plug the Memory Stick Duo card into your PSP and then connect the PSP to your computer, or if you can copy it to the memory stick some other way, that’s fine also.
But If you have a PSP 1000/2000 it’s possible to make the CFW permanent using CIPL_Flasher, if your model is not supported it will tell you so.
Create a folder on the root of the memory stick named “ISO”.
The root is “not inside any folder” and copy the ISO files you download inside of that folder.
Never put ISO files inside the PSP\GAME folder they will show as corrupted data.
